Associate Judge for City of Houston Municipal Courts




Judge Theresa Chang is an Associate Judge for City of Houston Municipal Courts. As a judge, attorney, engineer, former Harris County District Clerk, wife and mother, Theresa Chang fully enjoys her life.

Judge Chang was unanimously appointed by all 59 District Court Judges as Harris County District Clerk and served on that capacity for about 2 years. She was an Assistant County Attorney and Division Chiefs for two different divisions for Harris County Attorney’s Office. Currently, she serves on the Board of Directors of State Bar of Texas.

Judge Chang is also involved in many community organizations. She currently serves on the Board of Trustees of Houston Grand Opera, YMCA Association Board of Directors, and Board of Directors of Asian Chamber of Commerce. She was appointed by Governor Perry to serve on the Prepaid Higher Education Tuition Board, which oversees the operation of Tomorrow Fund and Tomorrow Promise Fund. She was also appointed by then Governor George W. Bush to serve on the Board of Regents of University of Houston System from 1997 through 2004.

In recognition of Judge Chang’s leadership and volunteerism, she was named as one of the Women on the Move in 2005. She will serve as the President of Texas Executive Women in 2010, which co-sponsors Women on the Move with Houston Business Journal.

Judge Chang received her Master Degree in Chemical Engineering from Texas A&M University in Kingsville, and her law degree from South Texas College of Law.

She is married to Dr. Peter Chang and they have two sons.
